Executive Summary

Following the Taliban’s takeover of Afghanistan on August 15, 2021, leader Mullah Hibatullah Akhundzada declared a general amnesty for former officials, military personnel, and civil servants of the Afghan Republic. However, mounting allegations suggest that this amnesty has been systematically violated. Reports indicate targeted killings, mass detentions, and enforced disappearances, disproportionately affecting non-Pashtun communities, particularly Tajiks, as well as individuals linked to anti-Taliban figures.
